Texas schools continue to experience the repercussions of changes forced by the COVID-19 pandemic. The Texas legislature is in session, and school funding - as always - will be a hot topic. A variety of accounting and auditing updates are also included in our agenda.

Day One – Monday, June 7

This session will address hot topics and current events through in-depth technical guidance and strategy updates. Here the latest on GASB updates on implementation challenges and future standards, and the Frontline on federal, state, and local government auditing considerations and challenges facing you in 2021.

3 p.m. – 4 p.m. - Accounting and Auditing Challenges Related to CARES Act, PPE and Financial Reporting
Due to the COVID-19 pandemic, school districts have experienced many unexpected costs mixed with some additional federal funding (CARES Act). Expending the special-purpose federal funds across fiscal years has resulted in several accounting and financial reporting challenges, as well as new audit considerations with the CARES Act funding.

HB 3 and COVID-19 affected state aid like no one expected. We were left feeling a little unsure. However, because the formulas and concepts didn't change, we were able to make sense of it all. In this session, we’ll dissect the Texas Education Agency's Summary of Finances and Payment Ledgers to ensure that we know how to report the state aid amount on our financial statements no matter what we face.

In this session, we’ll address regulatory and planning issues for school districts during the periods between bond issues. We’ll discuss post-issuance securities law and tax compliance, and touch on lessons learned from the first bond elections held under SB30 (86th Texas Legislature).
